This position is located with the Bureau of Nursing Home and Medical Services.
Provides supervision and oversight of surveys and surveyors in the Acute Care Program of Healthcare Quality. Responsible for scheduling of Certification surveys (recertification, initial, validation, complaint, follow up) of certified acute care facilities within required Centers for Medicare & Medicaid Services (CMS) timeframes. Responsible for performing Quality Assurance (QA) on a survey reports and documents.
Manages the Acute Care Program. Supervises the activities of Title 18 (Medicare) and Title 19 (Medicaid) of Acute Care healthcare: facilities (hospitals, End Stage Renal Dialysis (ESRD), Home Health Agencies (HHA), hospice, Outpatient Rehabilitation Treatment (OPT). Ambulatory Surgery Center (ASC), Rural Health Clinics (RHC). portable Xray: direct supervision of survey staff and survey scheduling to ensure CMS timeframes are met for all surveys {initials, recerts, complaints. validations). Maximize effective time management, accountability and fiscal responsibility of survey activities. Performs Quality Assurance of all survey reports and documents. Reviews and approves facility Plans of Correction and recommends Enforcement remedies resulting from survey activity. Participates in Informal Dispute Resolutions (IDR) for facility and staff recruitment and retention activities of staff. Generates, evaluates, and utilizes Automated Survey Process Environment (ASPEN)/Certified Provider Enhanced Reporting System (CASPER)/Quality Improvement and Evaluation System (QIES) reports to monitor workload and program effectiveness. Serves as a mentor/preceptor to surveyors and participates in the development of orientation programs. ongoing training plans, staff development activities, and identifies staff training needs in coordination with the Training Coordinator.
Completes and conducts timely Employee Performance Management System (EPMS) in accordance with agency guidelines to ensure staff growth and development. Performs surveys (initial, recert, revisit, complaint. validation) as needed. Maintains working knowledge of Medicare certification regulations, the CMS Mission & Priority Document. State Agency Performance Review (SAPR) requirements, survey protocol and CMS/DPH policies and procedures. Keeps abreast with changes in regulations. interpretive guidelines, standards of practice and transmittal notices. Offers input for regulatory development/changes when requested. Attends CMS/DPH, departmental, division, staff; and in-service meetings as required. Communicates and responds to all inquiries in a timely manner. Demonstrates professionalism at all times when representing the Agency and the Bureau. Demonstrates expertise in regulatory knowledge and programmatic issues. Provides information to and request information from internal/external customers regarding certification, regulations and survey information/findings as appropriate through oral and written communication. Completes accurate and timely forms required for time and location accountability; Personnel Cost Accounting System (PCAS), travel, leave. training. etc. Performs all other duties as assigned.
Minimum and Additional Requirements
A bachelor's degree and relevant program experience.
At least four (4) years of relevant experience and two (2) years of supervisory experience. A valid license to practice as a Registered Nurse In South Carolina. Must have or be able to obtain Surveyor Minimum Qualification Test (SMQT) Basic Qualifications.

Preferred Qualifications
A RN with four (4) years relevant program experience, and two (2) years of supervisory experience.
