Main Purpose of Job
This position functions as the Chief of the Division of Nursing Services (DONS) within the Office of Long Term Services and Supports. This position administers the activities of the DONS and provides personnel management of its employees. This includes planning, organizing, and supervising the work of the Division; developing, revising, and implementing protocols, guidelines and controls for the administration of new or existing Medicaid programs; monitoring changes in federal and State laws and regulations; overseeing an annual services budget of approximately $200 million; and making recommendations for Medical Assistance program response to changes in federal/State laws and regulations. This position represents the State, Maryland Department of Health, and Medical Assistance Program in dealing with officials from other states, the federal government, the health care industry, and in legal proceedings.
The Division’s approach is multi-disciplinary in that the activities which are performed to achieve its goals are performed by medical and administrative personnel. The Division currently employs nine (9) full-time personnel five (5) of these positions are occupied by registered nurses which are Nurse Program Consultant Administrators.
The Division is responsible for surveillance and utilization control, regulatory enforcement, preauthorization of services, and the development and drafting of regulatory changes and policies. The primary function of the DONS is to ensure the provision, professional quality, appropriateness, and medical necessity of health care services provided to and reimbursed on behalf of Medical Assistance beneficiaries. This position is responsible for overseeing the development and maintenance of procedures to meet these responsibilities and the Division’s mission. The Division is responsible for four (4) separate and distinct programs within Medicaid. These programs are:
● Home Health Services (COMAR 10.09.04);
● Home Care for Disabled Children Under a Model Waiver (COMAR 10.09.27);
● Medical Day Care for Children; and
● Early and Periodic Screening, Diagnosis, and Treatment (EPSDT): Nursing Services for Individuals Younger than 21 Years Old (COMAR 10.09.53).
The Division Chief is responsible for setting the goals and priorities of the DONS as well as coordinating and managing the Division’s efforts in realizing these goals. As such, this position routinely directs the staff in their interpretation and application of Medical Assistance regulations as well as oversees and directs the activities of the professional staff within the Division.
This position operates in a hybrid manner, meaning job duties will be performed both remotely and on-site unless otherwise directed by the appointing authority.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following:
- Experience with Medicaid program administration
- Experience with implementing federal/state legislation and/or regulations
- Experience with the LTSS Maryland system
- Experience with data analysis and related reporting
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
