Position Overview

The Illinois Department of Natural Resources is seeking to hire a Senior Public Service Administrator. This position will plan, direct, implement, and administer all agency specific procurement functions which consists of an annual procurable spend portfolio of approximately $55 million. This position will Independently possess substantial authority to negotiate and bind the agency to contractual agreements and operational agreements for agency specific contractual procurements deferring to the CFO or Director on issues of potentially substantial impact. Essential Functions

  • Serves as the Agency Procurement Officer.
  • Serves as official agency spokesperson on behalf of the Director and the Department to all internal and external entities including the Governor's Office, the legislature, the Office of management and Budget, vendors, contractors, public, private and federal officials on agency specific procurement issues.
  • Independently develops regular reports on agency specific spend status and projections.
  • Serves as a full-line supervisor.
  • Independently and throughs subordinate staff, oversees evaluating proposals received from vendors, negotiating with vendors and is ultimately responsible for vendor selection.
  • Develops strategic sourcing strategies for agency procurements.
  • Makes recommendations to Director and enhance control and increase cost savings leading to greater effectiveness and economy for the agency procurement function.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business administration or accounting.
  • Requires four years of administrative experience in business administration, public or private accounting, auditing or financial field.

Preferred Qualifications

  • MBA or MPA
  • Certification as a Certified Purchasing Manager.
  • Three (3) years of knowledge of the principles of accounting and laws, rules, and regulations relating to state or non-state accounting systems and procedures.
  • Three (3) years of knowledge of the maintenance of accounting records and the preparation and analysis of financial statements.
  • Two (2) years of managing a staff in accounting practice.
  • Two (2) years of experience preforming written evaluations of subordinates.
  • Two (2) years experience administering a type of discipline to subordinates when necessary.

The Office of Fiscal Management develops budgets, processes payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department's operational procedures, to include the review of fiscally related procedures to ensure compliance with all rules, regulations and accounting standard.
